The problem with allowing this is that

   <br></br>

means

   <br><br>

which is not intuitive at all.

Also, it might lead people to think that

   <img>x</img>

should work and file bugs on browsers regarding that while it really  
should not (and cannot).

This does suck a little when introducing new void elements, but keeping  
the syntax consistent is worth it in my opinion.
