[whatwg] <% text %> and <? text ?> in corporate intranet html content

Why cant we consider <% some text %> and <? some text ?> as
pre-processor command node in HTML DOM.

Also as a user I feel why cant Firefox, Safari, Opera, Chrome agree to
behave same.
