Why not? They can in HTML4.

rel = link-types [CI]
This attribute describes the relationship from the current
document to the anchor specified by the href attribute. The value of
this attribute is a space-separated list of link types.
Though many, for some odd reason, seem to want to separate those with
comma, not space. Quite often seen: rel="noindex, nofollow", when it
should be just: rel="noindex, nofollow".
