[whatwg] Bluetooth devices

I would repeat, that I think the form of the (logical) wire between the browser and the device is out of scope, and that (effectively) we *do* provide access to bluetooth devices.  Heck, my bluetooth keyboard and mouse work today.  Connect the devices however you like, we don't care.
