[whatwg] Why are media event handlers defined on HTMLElement instead of HTMLMediaElement

I was also surprised by these.
It really looks like an error to me.

But well, maybe could it interesting to be able to manage documents like audio media for screen-readers...
It should then, if pertinent, be more explicitly specified
