All elements require a close tag, unless they are a void element (see
<http://www.whatwg.org/specs/web-apps/current-work/multipage/syntax.html#elements-0>
for the list of void elements).

Some elements inherited from HTML4 can have their end-tags
automatically inserted, but <meter>, being a new HTML5 element, does
not have that.
