You're grasping at straws. If you're writing a tokenizer, you use the
tokenizing rules, which are clear, explicit and unambiguous. If you decide
to ignore the tokenizers when implementing *anything* in the HTML spec,
you're going to get things wrong. They're in there for a reason, and no
competent implementor is going to disregard them.
