Feel free to put it on the back-burner now.  Further investigation
with some internal Google teams revealed that the use-cases are more
varied and complicated than previously thought.  I haven't had time to
work through the issues and come up an improved proposal yet.

As for implementor interest, I know Ojan's interested in solving this
problem, so Chrome has some interest.
