That's correct for Gecko. Specifically, what Gecko looks for is a URI
that matches this regexp, effectively:
^file://[a-zA-Z][:|][/\\]?
So "file://z:" and "file://z|/" and "file://z:\" would all be treated as
having no authority and the path starting with the "z" in Gecko.
Again, I would love info on other UAs.
