Except in UAs where they seem to be, right?

For what it's worth, <select> didn't use to be in Gecko either, in this 
sense, until we made it so in

Is <svg:foreignObject> a replaced element?  Why or why not?

Maybe my point is that this definition has little to do with what UAs 
are actually doing...
