Hi Alastair,

I do hear what you are saying, but the way I see it is that the page is 
semantic/structural insofar as it defines what is 'seen' on the web page, as 
opposed to the stuff in the header or indeed after the <page> (wrapper) but 
before the </body> tag. These 'outsiders' are concerned with stuff which is 
'about' or 'what happens to' the content in the wrapper, like the Google 
tracking, which appears after the page (or wrapper), but before the body 
closing tag. So:

head stuff
    bla bla
body

        page
            usual stuff
        /page

    other stuff, like Google tracking or other JS etc.
/body

It depends, I think, on whether you think in pages or files.
