What do common browsers do with an HTML 4.x document outline?

How is <h1> in nested sections dangerous? What's being risked? And how
is it /more/ dangerous than <h2-6> in nested sections?

Again, what SEO benefits accrue from the <h2-6> method that are lost
using <h1>?
