Are you sure that's the URL it's reporting? Because that URL doesn't
appear anywhere in the sources for the validator.
Is it actually reporting http://www.w3.org/TR/1999/PR-xhtml1-19991210/DTD/xhtml1-strict.dtd ?
(Notice that's "PR-xhtml1-19991210" instead of "PR-xhtml-19991210".)

If it is actually reporting http://www.w3.org/TR/1999/PR-xhtml1-19991210/DTD/xhtml1-strict.dtd
then can you please try accessing that URL in your browser and see if you
can reach it? The W3C has a system to blocks access to DTDs if the requests
come of IP addresses that have previously made an excessive number of
requests for DTDs.
