It's not a richer starting point, it's the same starting point, you
say yourself that existing technologies with existing mature
implementations could "revolutionize the web-applications" industry. 
Rather than waste the limited development time of Opera and Safari on
Web Forms 2.0 stuff, spend it getting them to where Mozilla is.

Then of course there's the completely open ended question of where the
development time for the script emulation layer for the existing
clients is going to come from.
