Me either, I know it gets boring me saying it, but one of the problems
with working groups of all denominations, is the focus on the
technical features rather than the use cases.

What I'm guessing the problem is

a way consistent with other web-applications and consistent with the
underlying window manager."

I don't think that's solvable with simple measures like this, nor am I
actually convinced of the utility in solving it, if you want to create
Web Applications that go-outside the document, then your own mozilla
container, or a Mac desktop widget thing, or a Opera widget thing, or
a Zeepe.com widget thing is the approach to go down.
