I strongly disagree. The caption is intrinsically linked to the image and, by
making this relationship explicit, UAs should be able to provide more helpful
information. For example in something like a scientific paper, figures and their
caption are "out of the flow" in the sense that one can read all the figures and
captions separately to the main body of text. With a <caption> element an aural
UA can read the captions only on user request, improving the flow of the text.
One can also imagine other types of UA making use of this information e.g. the
googlebot to improve image search.
