[whatwg] Storage.key(index) and INDEX_SIZE_ERR

Should the specification really mention the negative number case here?  
Given that the key() method takes an unsigned integer I'd assume this  
would be up to the binding language. And as such, would be defined by  
ECMAScript Bindings for DOM or something in case of ECMAScript.
