We have a different opinion on what "corresponds" means.  A label in HTML is
detached, both logically and graphically, while a TITLE in Windows GUI is
attached.  You can translate from Windows GUI to HTML - but this direction
is not interesting; you cannot translate from HTML to Windows GUI, at least
not in all cases, without reorganizing content.  So you cannot implement
support for HTML label in terms of Windows TITLE.

This is incorrect. A Windows checkbox label corresponds to the contents of 
a <label> element associated with an <input type=checkbox> element.
