[whatwg] Mapping hz-gb-2312, iso-2022-kr and iso-2022-cn to a replacement encoding

In reference to:
https://code.google.com/p/chromium/issues/detail?id=15701

Would you be willling to re-remove hz-gb-2312, iso-2022-kr and
iso-2022-cn support from Chrome if their labels were aliased to an
XSS-safe replacement encoding like the one proposed in
https://www.w3.org/Bugs/Public/show_bug.cgi?id=21057 instead of making
the labels behave as unknown?
