    That doesn't make any sense. If Ian doesn't like DTDs, he's 
certainly not going to be the person to write one. Therefore, the only 
way a DTD would cause problems with either WF2 or HTML4 is if Ian 
deliberately altered the draft to make someone else's DTD invalid.
